Our Mission
The Bayside Hills Civic Association is an open homeowner membershiporganization representing over 1200 households in Bayside Hills. Our mission is to promote a safer, more livable community. The BHCA Board is volunteer-powered and service driven. Its advocacy, beautification and communication work relies solely on the support of members, sponsors, Beacon advertisers, and participating discount merchants to maintain and improve our neighborhood.
Through partnerships and strategic alliances with citizens, businesses and government, the BHCA works to protect homeowner rights and investments and cleans up and beautifies the malls and streets, thereby creating a healthier place to live. In addition to our annual mall clean-up event, we promote litter law enforcement and support landmark preservation efforts.
Meet Our Board
Michael Feiner, President
I was born in the Bronx and grew up in Queens. I attended PS 31, Marie Curie Junior High School, Bayside High School, and later went on to graduate from Queens College with a major in English and minor in education. I taught 6th grade and physical education in Woodside and Bayside from 1972 to 2003 as well as junior high school English and elementary school science. My wife (Eileen Feiner) and I have been Bayside Hills resident since 1985 and together we have two adult children Andra and Jess.

Rita Kashdan
I grew up in Bayside since 1964 and moved to Bayside Hills with my husband and two sons in 1992. My professional career involved teaching Physical Education and Health for 32 years. During the last 3 years of my career, I taught at Francis Lewis H.S. and I am a proud alumni. I retired in 2006. I am married 40 years to my soulmate Rich and a proud mother of 2 sons and grandmother of 4. I love Bayside Hills and enjoy serving the community for the last 10 years.
Tom Louizou, Co-Treasurer
In 1978, my wife and I moved to Bayside Hills where we raised our two children. A graduate of CUNY - Queens College, I taught briefly before entering public service. I retired in 2015 from the US DOT National Highway Traffic Safety Administration, closing out my career as Regional Administrator for the Region 2 office. I now work part-time with a UN affiliated roadway safety organization. Passionate about keeping Bayside Hills among the safest and most livable neighborhoods in New York City, I contributes to the Beacon newsletter, advertising, copy writing, scholarship and membership committees.
Jack Neidermeyer, Secretary
I grew up in Bayside and my family is very happy to return to the house I grew up in. Bayside is a unique part of this great city and I am happy to be part of this influential civic association. I enjoy being part of the BHCA as I like to work with my fellow members to help maintain this beautiful neighborhood.
Marianne Downes
I am a lifelong resident of Flushing and Bayside. My husband Sean and I have been active civic members since moving to Bayside Hills twenty-six years ago. Our two grown daughters attended local public schools where I was actively involved as PTA president. I am a Public Health Advisor and have been employed by the New York City Department of Health and Mental Hygiene for 19 years.
Eileen Feiner
I have served the community of Bayside Hills since the late 1980s when I joined the BHCA Board of Directors to "make a difference." A flooding issue was a concern at the time I joined, which was alleviated through the diligence and perseverance of myself and the rest of the Board members. It is satisfying to me to see key issues addressed and rectified. When I'm not "fighting the good fight," I enjoy working as an interior decorator, having established the business after retiring from my first career passion, teaching. And yes, still trying to make a difference—one way or another.
Nicholas Paolucci

Mr. Paolucci, 49, brings a career of public service and communications experience to the board. He has held numerous executive positions during more than two decades working for New York City and New York State, including through his current role as Director of Public Affairs for the New York City Law Department. Mr. Paolucci and his wife, Dina, have one child. They reside in Bayside Hills.
Bob Aufenanger

I've been a Bayside Hills homeowner for the past 25 years. I retired from the Department. of Education as a Unit Coordinator in a middle school in Long Island City. I will be married (yes, to the same wonderful woman) for 40 years—come this May— and we are blessed with 4 grandchildren. I presently hold the position of co-treasurer.
Ronald Keil
I am a life-long resident of Bayside Hills and has served on the BHCA board of directors for over 30 years. A former partner in Keil Brothers Garden Center and Nursery, a family business in Bayside Hills for 80 years, I retired in 2014 but continue to use my horticultural expertise to serve the BHCA as the Beautification co-chair. I also serves as liaison between Garden World and the civic association in coordinating mall plantings and holiday decorations and plantings.
Jay Koellner
I am a native New Yorker, born and raised on Staten Island. After attending college, I worked 15yrs. in health care as a CRRT and Director of Respiratory Services in two major NYC medical centers. For the past 27 years, I have worked in the field of dialysis as a CEO/Facility Administrator. I met my wife while working at BHMC in Brooklyn. We lived in Brooklyn in Dyker Heights for five years until we moved to Bayside Hills in 1982. We are blessed to have wonderful son , daughter-in-law and a granddaughter who was born in 2016. My hobbies include: cycling, sailing, golfing and traveling. I am proud to be an active BHCA board member for the past 26years.
William Liao
I am a Taiwanese immigrant who found love and success in the greatest country and town in the world. My wife, Fran and I currently operate Queens Natural Meats, a local Queens business. We specialize in purveying organic and sustainably raised meats as well as providing delicious catering meals. My children are presently attending the same excellent public schools that educated me. Prior to consolidating my life within five miles of Bayside Hills, I was a biotechnology entrepreneur and investment banker.
Joe Lubomski
I am born and raised in Elmhurst Queens. In 1965 I was drafted into the Army and served for 2 years. After a successful 33-year career with the New York City Police Department, I retired with the rank of Captain in 2001. In 1976 my wife, Carol, our three children and I moved into our home in Bayside hills. We raised our children here and still reside in the same house today, In my retirement I wanted to do something for the neighborhood that provided such memorable experiences and such a wonderful place to raise my family. This is why I volunteer to work with the Bayside Hills Civic Association. It is my goal to keep Bayside Hills a wonderful place for families to grow and prosper within New York City.
Eileen Miller R.N., MSN Adult Nurse Practitioner
I was appointed to Community Board 11 by the Borough President and currently serve as Vice Chair and Health Chair. I am a member of NewYork-Presbyterian Hospital/Queens Community Advisory Board, New York City Medical Reserve Corps, Queens Tobacco Control Coalition, Bayside Hills Civic Association, as well as several other volunteer organizations. I am a Registered nurse and have a certification in Medical Surgical Nursing. I am married to Alan Miller (retired Vice President of Varsity Bus Co) and my daughter is also a Registered Nurse who is employed by NewYork-Presbyterian Hospital/Queens. I have two awesome grandchildren—Jason and Dylan.
Carole Jacobson Papadatos
I moved to Bayside in 1962 with my parents and siblings. I attended JHS 158, Bayside High School and Queens College before leaving to start my family. I returned to Bayside in the early 80's and my children went to P.S. 203 and M.S. 158. I taught 5th grade for one year at P.S. 203 before teaching 6th grade math at Ryan Middle School in Fresh Meadows. I am now retired. My positions on the Bayside Hills Civic Association Board have included: treasurer of the BHCA, starting and running the email and Facebook page, responsibility for the awards for students at the nearby schools, assistant-editor of the Beacon, responsibility for advertising in the Beacon, and finally taking pictures at BHCA events.
Ronald Tabano
I was born and raised in Queens. My wife Sally and I have lived in Bayside since 1977 where we raised two children, Charles and Suzanne. I have over 46 years’ experience in education beginning as a 6th grade teacher in the South Bronx, subsequently teaching social studies and ELA at the middle and high school levels, and eventually becoming an Assistant Principal. I contributed to the community by creating education and job opportunities for struggling adolescents by becoming a founding member of the Wildcat Academy in 1992, Second Opportunity School (SOS) in 1997, New Beginnings School in 1999, and co-founded the New Dawn Charter School in 2011.
